PDS Model Reference in SmartPlant 3D

I ma facing a problem when I use the command
Project Management » Database » New » PDS Model Reference, and after selecting the required PDS project to refer, I get the following error
messages
Message 1 "Error While Loading the XML File c:\temp\2\PDSXML.XML into the repository. Err Numer 429, Error Description = ActiveX component cant create
object"
After clicking OK, I get another message
Message 2 : "Unable to connect to PDS Project. Please Check the location of Schema file"
A PDS 8 project is working on the machine, and i have installed sp3D project management, database connectivity, and other required features on PDS project
server. but I cant use PDS model Reference command.
